Harold Reheis is a specialist in governmental and regulatory affairs for Joe Tanner & Associates and has particular expertise in water resources and environmental protection matters.  He draws on 32 years of experience in Georgia government, two years as a consulting engineer, and fourteen years as a governmental affairs consultant.  He served in appointed state government positions under Governors Miller, Barnes, and Perdue.

Harold Reheis was the Director of the Environmental Protection Division (EPD) of the Department of Natural Resources from 1991 to 2003. In this position, he managed all state environmental programs covering air and water quality, safe drinking water, water resource allocation, solid and hazardous waste, erosion and sedimentation control, radiation control, mine reclamation, underground storage tanks, groundwater protection, and the State Geologic Survey.  He supervised a staff of more than 850 people and administered an annual budget of $80 million.

Starting as an environmental engineer in 1969, Harold Reheis rose to become manager of all Georgia’s water quality control programs from 1976 to 1981.  In 1981 – 1983, he supervised staff, managed projects, and developed new business for one of Georgia’s largest consulting engineering firms.  In late 1983, he returned to Georgia EPD and served as EPD’s deputy director from 1984 to 1991.

Harold Reheis served as one of the Alternates for Governors Perdue, Barnes, and Miller in the interstate water conflict negotiations among Georgia, Alabama, and Florida.  He was involved in the drafting and facilitating through the Georgia General Assembly most of the environmental legislation passed from 1985 through 2003.

Since joining Joe Tanner & Associates in 2003, he has worked for more than 50 of the firm’s clients on projects and on long-term engagements in the environmental arena ranging from helping secure difficult state permits, to developing and implementing strategic plans, to resolving complex regulatory issues, to business development, and to legislative lobbying.  

In his fourteen years with Joe Tanner & Associates, Harold Reheis has handled environmental matters for electric utilities, chemical industries, manufacturers, mining companies, public water and sewer utilities, solid waste management companies, private developers, large national consulting engineering firms, and non-profit organizations.  

For his tireless service to Georgia and his leadership and diplomacy in resolving complex environmental issues, Harold Reheis was named Georgia Trend magazine’s “Georgian of the Year” in January 2001.  He serves on the Board of Trustees of the State Employees Retirement System and on the Board of the Council for Quality Growth.

He received a Masters of Environmental Engineering degree from the University of Florida and a Bachelor of Civil Engineering degree from the Georgia Institute of Technology.  He is a registered Professional Engineer in Georgia, South Carolina, and North Carolina.  He and his wife Diane reside in Atlanta.
